What you want is actually a boring race with more or less predictable results. I personally would be much more interested in full blown drama. Cars getting DNFs one a after another, without any drivers getting hurt of course. Podiums for teams that are barely managing to get points. I believe top 4 teams can be denied from results for one race.

We could have a sensible race where the intervention mechanism is actually consistent with severity of the incident...

I don't mind red flags if there are legitimate issues with the track barriers after a crash. That comes with the territory. It's the over-use in cases where it isn't needed that is the issue.

It definitely rained overnight, I just have doubts about that picture. i think I even see some fall leaves in the background (Fall doesn’t exist in south florida, haha). But as some have mentioned about the south florida rains, it could be raining 100m away and sunny where you are. You’ll also see scorching sun one minute, heavy downpour 5 minutes later, then beautiful sunny skies in another 5 minutes.
