There should be an option in the refund process to donate a % of the refund to the track or the town, since it's the locals who are more inconvenienced by this than the fans. To facilitate a good gesture by the fans to the locals.

Logistically. Refund on the payment processing side is much easier to just refund the entire transaction and then accept a donation on a separate website under a new transaction with appropriate mcc.
