And he, like the others mentioned, was in the role during the winning years. So it's not like they're a team of never-been-theres with no clue about developing a winning car.
You could say the same thing about the staff from the winning years for several other constructors.

Anyway I'm not sure where the discussion is going. They are 2nd/3rd ish performance wise so it's better than most other teams in the sport and there aren't going to be mass sackings.

The original comment ( from me) was about how Merc would not be able to sign technical directors of another team without first letting their own people go, due to (1) budget and (2) a senior leader from one team isn't going to take a lower role at Merc, which just goes back to having to get rid of people first, neither of which Merc look to be doing right now.
Well, how much does a poached tech chief cost?

If he can save the team a few front wing upgrades and some windtunnel hours, he would have covered his salary.
A front wing is designed to work with the car behind it. So coming and saying "this type of front wing is great!" isn't very useful if the car can't work with it.
If you are more fortunate than others, build a larger table not a taller fence.

Im sure they would let a new member of the team look at the car before wasting budgets building a new front wing. like 10000000000 % certain.

I doubt a new member could just walk into the windtunnel and free hand draw what the car "should" be. They'd first have to come to grips with the concept of the current car and I'm sure they didn't hire an aero development lead to tell them to scrap their current car to fit a RB wing. It's far too complex. Tied to PU, chassis, suspension. 1 individual is not going to change the trajectory unless he's the technical director.

I dont that that kind of thing needs to be done or is necessary. Know what should be etc. You
just need a guy who knows a lot and has experience with what type of analysis and design changes and directions were done at redbull to improve their car. Also what tools ans how the tools were used. Or even opertions and procedures. That goes a long way. And we see what aston martin did 8n one year with a few people and they were average for years.
A top team like Mercedes will definitely make full use of an ex redbull engineer.
For Sure!!

Can somone do that every year to cover his Salary? Besides, if it was that easy to walk in, look and say a front wing doesn't work, teams wouldn't be spending millions in development infrastructure.

Why wouldn't they?
Because 1 issue prevails doesn't mean everything else is bad or wrong. Reductionist revisionism for a evolving complexity is flawed in my view. Citing your example, a team abandons all development for a front wing problem.

F1 is no different to the real world in terms of issues needing new talent to resolve at certain junctures.

No it isn't a rhetorical qustion. It is a real question and the answer to that is in the article.

Those are rhetorical questions. Questions where everyone knows already the answer/ you don't expect an answer.

You asked who she was whilst knowing the answer. That's a rhetorical question.

If you wanted others to find out who she is, putting "find out who she is here:" might have been a better option.

(And I point this out only as a helpful suggestion to a fellow forum member, not as a personal attack (before I get accused of such a thing by a mod)).
