The cost cap "punishment" won't really have an impact on the '23 car for RB so they'll walk next year's championship, but '24 might be a bit closer. Mercedes probably were the most improved team of '22 so I'd put them as clear number 2 for next year. Ferrari will probably have a decent car, but I can't see the operational issues disappearing overnight.
It certainly will impact their in season development.

Mclaren has another "big" update for Singapore (like RB).

Exactly a 10% penalty would hurt a weaker team more. So the penalty shouldn't be in percentages or it should be 10% of a last place team time. It would still effect a weaker team more, cause their still searching but atleast the penalty is the same for everyone, time wise.
When you compare that to the suspected banning of the AMR front wing half way through the season. How much aero time did that tossed out the window? They weren't even doing anything wrong by the regulations.

Yes, broadly I disagree with in season changes that are for items, even tenuously, within the written rules. When they seem to make a clear difference, as appears the case here, it's very hard on that team, personnel and supporters to reconcile.
Further, as we don't have the full picture out in public, it's not easy to form decent opinion to understand it either.

Has it not? Looking at the number of developments brought I think there is a clear impact. The fact they've optimised the car and made those few upgrades count has probably mitigated a lot of the potential time penalty, but that's called doing a good job.

I was still pretty much spot on in terms of the prediction, with Aston being the only surprise. Red Bull are far ahead, and will stay that way for the remainder of the season. I agree I am probably wrong about 2024 though, it won't be any closer, Red Bull have mitigated the punishment as you said.
