I thought the same thing. Instead of investigating Charles for driving in an unsafe manner, the FIA should investigate themselves for not making sure a dangerous car wasn't removed from the track.

It's funny, an endplateless FW like that will inevitably shed a vortex that wasn't present before, IN THEORY, it could even have a beneficial floor-sealing effect, although it is unlikely that it will be coincidentally aimed in such a way that it does more good than bad (but that being said, they aren't changing that wing, are they?)...
