That isn’t a broken weld. That’s a complete failure of the casing and took a chunk of asphalt with it.
The more reason why they should've tested their asphalt and welds. They literally poured the topping at the last minute... meanwhile they spent more time overhyping this Monaco wannabe race. Hope they give back 45min to fp2
Sounds like a significant amount of time is required to inspect and correct the issue throughout the circuit. The FIA is already indicating the likelihood of schedule changes. I fear track time is going to be lost, rather than added, at this point.

Having seen the photos, I'd go with somewhere in the middle of "blindingly obvious" and "how on earth did that happen".

I doubt they'll have a solid fix in time for FP2. They'll also have to inspect all the other dozens or hundreds of covers...

Water valve, likely for a hydrant seeing how it’s at an intersection.

The casing is encased in concrete. The whole top of casing broke.

We have some beautiful purpose built tracks in the US without these issues…

And even without an upgrade, are way safer than these concrete jungles.

It seems like the cars are bottoming in this area, although I'm unsure if chicken before the egg, and it's just Sainz's floor that rubbed after the catastrophic detachment:
