It's slightly misleading on it's own. Starting 2022, No. 1 team would get 70% of ATR. RB got penalized 10% of that 70%, which means, they went down to 63% between Oct'22 to Oct'23. Starting Nov'23, they are back to 70%. Mercedes has 75%, Ferrari has 80% and so on. The difference between the top 3 is 5% to 10% loss of ATR for RB. Considering they had a massive margin over others in 2023 and they started the 2024 car well before anyone else did, that loss of 5% or 10% should have gotten balanced (assumption). Besides, it's so much more convenient to develop a working and dominant concept over other teams that are still struggling to find a direction for their concept. I don't read that as a concerning factor for 2024 car.
