Not necessarily his decision. The team is in control of the programmed engine modes and the fuel load here. Max is not gonna top the times if he doesn't have his machine set up for it.

Beyond that, even Verstappen understands when he has a job to do - especially here, where there's nothing on the line. He's hot-headed, but he's not stupid. If the team needs to hide the performance, he will help them.

C4 is easy 1s faster. Forget pirelli's estimates, its clear on track cars behaviour is night and day when they switch from C3 to C4.
