He has said that it wouldn't have been tolerated at Merc, so I wouldn't be surprised if Audi doesn't like that clowning either. I'm just wondering why he's doing it if he knows that big teams don't like it.

If Williams is as delusional as Mercedes with their Verstappen hunt, then Williams thinks they deserve Sainz, not Bottas. Bottas should be the top pick for Haas, as he is good and keeps the car in one piece.

The big question is: What is the list of Williams? What is relevant to Williams?
They made a good deal (mostly by accident?) with Albon. But besides this, they are repeating torturing a driver until he does not want to drive anymore again. They did the same with Latifi, but at least got money for torturing him.
So what is their strategy? They are verbally supporting Sargeant, but at the same time it is clear they want Sainz? Who would be stupid to choose his worst option?

Strategy wise there is something really strange going on. Not only at Williams of course.
But I would exclude Haas. They still have the back marker attitude, I do not see their driver discissions as being performance driven.

Sainz probably has a better racecraft in battles, but he is also going to be second guessing the team (may have worked at Ferrari when the strategy team was all at sea sometimes) but could be quiet counterproductive in a regular setup.

I would say Sainz is more highly rated than Bottas. Bottas is a sensitive overtaker and easily bypassed, but Sainz has an arrogance in battles. Bottas has driven against Zhou for the past three years quite well, but a pay driver is still a pay driver. Sainz, on the other hand, has a good record against Leclerc.

He was there for four years before he got promoted to Merc.

Bearman / Ocon duo at Haas likely

Ricciardo OR Lawson decision needs to be made by September as that is when Red bull's option on Lawson expires

Sainz contract offer from Williams is attractive: 4-year contract but with the option to leave after two years (if the proposed plan of Vowles/Williams/sponsors don‘t become reality, Sainz has the option leave without any problems)

We live in a world of recency bias, so Bearman’s stint at Saudi, along with the power of the British media bias towards him, was always going to get him into F1.

As for Sainz, he’s got nowhere else to go, apart from an equally unappealing, Audi, so it’s become quite embarrassing for him in all honesty. Williams, being a customer team, with the ruling around engine/chassis for 26’, is not an attractive option, and he knows it, hence the get out clause.

The last 5 years of F2 -> F1 promotions indicate that F2 performance isn't really indicative of how highly a junior gets rated by driver academies

So Mercedes won't take Ocon for one year after all? :(

I think Sainz should consider a nice one year Alpine-Renault deal too... Seems better than a 2+2 year Williams deal IMO.
