I think NOR and VER were just taken by surprise that Ferrari were still doing fast laps after time expired. NOR happened LEC but that's usually a reprimand in FP. Driving into a competitor deliberately on the other hand....
VER was on a push lap, he was blocked by Norris as well so bailed out. Norris will argue that was due to Charles incident which is fair but they are at fault for the initial incident of blocking on LEC push. Ver, Norris and another then blocked Sainz.
Realistically, it is on Charles as he unsettled Norris and caused the following VER and Sainz issue but he did block Charles. If Stroll doesn't get a penalty for his, then Charles might get away with it.
I think Norris was playing games, he was blocked by a William on his early quali sim much earlier and may have been annoyed or maybe his engineer just did not do his job. Charles was probably more annoyed as he has had limited running with the old spec in FP1 and then a set up change in FP2 limiting running. No excuse but might explain it slightly.
Honestly, I am all for villain arc Charles (minus unneeded contact).
