Toto is a billionaire part team owner, he can say what he wish and doesnt need to worry about consequences. But from team perspective, I believe not everyone within the team will agree with Toto.
Bearman isn't focused on F2 he is already secure in F1. Any future move or contract Bearman signs will be made on the basis of his performance at Haas, not in F2. Antonelli is still proving himself and it's not clear where he'll be next year - he has all the incentive in the world to put everything into his F2 campaign

The goal was that he [Ricciardo] would be considered for Red Bull with exceptional performances. That seat now belongs to Perez, so that plan is no longer valid."
