10th season as an F1 driver, 61 wins, 3 World Championships.... and he still drives like this. It's the result of him being a protected species from the day he got into the sport. Treated like a god by the FIA and his team. He deserves a race ban.
Q: (Stefano Mancini – La Stampa) Kimi, will you help Vettel to win his championship this year?
Kimi Raikkonen: I can only drive one car, obviously.

That is equivalent of a race ban. This move and then what followed in the next straight.

Surely Norris can’t carry a penalty over when a competitor who gets penalised for the reason why Norris is damaged to the next race?!?

Very painful race for us from a points perspective...but from a bigger picture 1) NOR will want revenge against Max. No more friends 2) the world knows Max for who he is. It wasnt just a HAM thing

Lando did a great job, but now that Ver has the points buffer he can to do what ever he wants, he can just take out the competition every time.
He is a generational talent, but his antics when racing for position are one of the worse I have seen for decades when looking at top drivers fighting for top positions.
He moved under braking 3-4 times, and the real issue of getting to this situation are the stewards, they take ages to decide, late to react, and as a result we get this kind of situations.
If Ver would have gotten punished for the first move under braking, we would have seen a very different race, but he didn't, so he did it another 3 times.
The stewards and the stewarding system are armature at best, and given the amount of money going into this sport, this is the must urgent thing to rectify.

I remember Perez getting back in the car somewhere to serve a penalty rather than let it become a grid drop at the next race.

The fia should have acted sooner. Ver shoukd have given the placd back as norris did. Norris called it, he said it would end in an accident and it did, all thanks to max moving left too much

Can we argue that we served the 5 seconds penalty at the last stop before retiring the car?

I don't remember HAM ever deliberately crashing into anyone. Schumi on the other hand was dirty
