Would you like it if he just trailed behind?
That would avoid car damage.
Say they were both owner-drivers like Sir Jack Brabham and the cars were fragile (and dangerous) like 1956-1970 F1 cars, how would Sir Jack race in this situation?
It's true that:
(1) Verstappen could waive Norris through and consolidate P2 to minimise risk. (I think that would been a smart strategy for Verstappen.)
But it's also true that:
(2) Norris could stay behind and consolidate P2 himself and not attempt to overtake to minimise risk. (This also would have been a smart strategy for Norris.)
Instead we had the problem that
both drivers were desperate to win, and neither were happy to consolidate a solid P2.
IMO Verstappen's weaving under braking on the third straight one or two laps before was out-of-line.
I think
neither Verstappen nor Norris would race so hard if it was the City Car Cup UK and they had to go home and personally fix their Peugeot 108 afterwards... (Although maybe they enjoy bodywork and/or reshelling Peugeots, I dunno!)
