Yes, he said it now, but the driver market has been rolling since Hamilton made his move to Ferrari. Ricciardo was recently asked if he had other options, and Ric said no or didn't know, which indicates he hasn't had any negotiations with other teams. This leaves him with the all-in option with Toro Rosso, Red Bull or out of the F1.

When it comes to Marko, Lawson would be the choice. Red Bull has already made a questionable decision to make an early extension with Perez. I don't think the shareholders are going to tolerate another questionable decision to keep Ricciardo and letting Lawson go.

He said it in the last week, and in the same context as he wasn’t even looking:

Has Merc decided on their driver line up for 2025? Seems like both Sainz and Toto are waiting for something to happen.

This is an interesting case. I would have thought that there was no way Antonelli would take the Merc seat, but what happens now that Merc has decided not to hire Sainz? If it's not Antonelli, who on earth could it be? Bottas has said no to a one-year contracts. Ocon? No way.

I don't see many people talk about this but i think the only thing Sainz could be waiting for is Perez doing so badly for the rest of the season that Horner has to swallow his pride and go for Sainz, because there's no alternative at the moment. Makes more sense to me than Mercedes IMO, who could probably have Ocon for a year if they need Antonelli to have another year in F2.

Seb is one possibility, but that will have nothing to do with Sainz not signing for another team.

One conspiracy theory I have is that Lewis contract with Ferrari has got an exit clause which he can exercise at certain time of this season. Perhaps a clause which allow him to retire form F1 (especially if Ferrari is struggling).
If LH decided to quit, Sainz will continue with Ferrari

On Merc side, it is certainly possible that they have already signed with Vettel.

I honestly don’t know why Mercedes would hire Seb. Last time they hired a former WDC, it didn’t really produce the results they hoped for.
