To some people money actually matters, but not so on these boards.
The rule is fine, the teams are the problem.... as they should be.
Sorta like KERS and New aero rules every year. As the rules get tighter it gets more and more expenisve to go fast.
Even if there werent new aero rules every year every team would still build a new chassis and would still start all their calculations from scratch... the constant aero changes dont really ADD to what the teams would be spending for a new car all that much.
KERS was supposed to be paid for with the money saved from the engine freeze... KERS still doesnt cost as much as what FErrari(& probably MErc) is reported to have spent on engine development in 2007 while under a "freeze"
It is the teams that are the problem(as they should be), they will spend to win(as they should), and if they dont win thy will just leave(this is the big problem)
