Push rod or pull rod shouldn't impact how the suspension works in any way. It is purely an aerodynamic/packaging solution, at least in theory.
Well fingers crossed, but they'd definitely be within their rights to tell them to cut it out and delete lap times from it. None of the quotes there deny changing anything for a more flexible front wing, though. I think it's quite clear they did, and they will of course never admit it, as no team would. Notice how much emphasis he keeps putting on 'interpretation of the rules' and whatnot and saying the FIA are happy with the car.
