Why would it be better to start P2 or P3? Air is less dense so slipstream is not really that powerful. The run is long but it's not really because of the slipstream but because the track is wide and everyone just catches up. I've watched starts in previous years and slipstream was never a factor. It was usually better reaction/start and then courage on the brakes in T1.
I would still prefer P1 and P2 and to get Piastri to block if needed.
If Max is close to Norris it will be fireworks for sure.
The only way pole keeps P1 after T1 in this track is by getting a better start than P2 and immediately covering the inside. If anything other than that happens, then you get a mess, with whoever getting the inside first taking the lead and a dice roll dictates what happens behind.
