I think he refereed to more or less (sort of) legal ones.
Honestly I doubt a single engine on the grid is legal. The tricks are probably mostly tiny, but I'm sure the teams cheat wherever they feel they can get away with it.

Is the engine that Hamilton drove in Brazil 2021 the most powerful engine of the hybrid era?
No, that would in all likelihood be the Ferrari engine in mid-late 2019, from about Spa to Singapore. It was disgustingly powerful and probably (definitely) illegal. Toto Wolff said it had about 68 horsepower more than the mercedes engine at the time.

The 2019 Ferrari engine probably beats the 2021 Mercedes engine by 20-30 horsepower at the very least, maybe more.
It was more than 20-30 hp. Since monza 2020 there was a ban on quali engine modes (apart from deployment strategies) and this reduced engine performance quite significantly in qualifying. Then there were further limits on oil consumption and some other restrictions.

In general that 2019 ferrari was and will remain by far the most powerful engine from 2014-2025.

Will be very useful on 4 remaining races and 2 sprints
And they call it a stall. A STALL!

Max Verstappen on the (expected) question of whether he will do something different. "I have heard that so many times in my career. This is my tenth season in Formula 1. I think I know what I am doing." #F1
Looking forward to see those penalties rain down.

Penalties are unlikely in Sao Paulo unless it rains. That grid penalty will probably keep him far eough away from Norris that they won't interact much on track.

5 places isn't that much and it will only affect the race, not the sprint.

With a new engine Max can easily quali 1st and start 5th and be 3rd or thereabouts in the first corner. And Lando could quali 2nd row like he did in Mexico.

Do we know when the track was resurfaced, like is it 6 months ago or 6 days ago?

Or Qualify 1st and go back the usual 4 places at the start

I was always amazed how people can state so precise scenarios with such confidence. (small addition: even if he qualifies 1st, he would start from 6th).

It wa resurfaced before F1 - first series to run will be F1.

At least that's what I gathered from Google Translate of a brazilian news article.

I don't know what confidence has to do with it. Any scenario is equally likely at the moment. If someone says: "Max has 5 place grid penalty so he will never see Lando" that seems to be the one that is a bit too confident here.
