There is some strange details right behind that piece of metallic tape on the front part of the keel. Might be an optical illusion, but there appears to be a sizable hump followed by a spoon-shaped contour. Don't recall seeing something like that on the other cars.

This shows the RB18 having four upwashing contours in that area, whereas the RB19 seems to have a simpler detail that is difficult to make out but may be come sort of divot in the surface. Nothing as extreme as the Williams has.

Obviously this is an influential part of the floor that lot's of teams are developing, so wouldn't be surprised if there are quite a few different solutions up and down the grid. It's almost as if they are trying to induce airflow separation in that spot, which seems like it would be a bad thing but maybe not.

A great video from Williams factory of repairing the damage done in Brasil, there are some bits of F1 car that I have not seen jet (like naked roolbar).
