It's a win-win situation for Red Bull. If there's no race it's good, if there's a race in rainy conditions, Verstappen will use his superior skills and win.

I agree. There is no provision in the regulations for carrying forward an engine penalty to the "next competition". That is in contrast to the sporting regulations regarding driving infringements, for which there is a written provision for carrying forward a penalty to the driver's next race if circumstances mean that it is not served in the weekend where the infringement occurred.
This is correct and thank you for finding the rule. I was too lazy to actually look it up but I remembered it from the McLaren Honda days. Imagine carrying forward all those penalties back in 2015 :lol:

You are forgetting one scenario: We get just a handfull racing laps with Norris on P1 and Verstappen out of the points. That's a 12 (or 13 with fastest lap) points gain for Norris.

A handful laps would mean 25% of points, that would be 6.25 with a win .. +3 = 9.25
Still lower than the avg needed 12.
Hard to say who'd get fastest lap when wet, but that one is floating around as well.

Sorry for all the confusion my response caused, though glad somebody looked up the rule and figured it out. I was thinking of the stockpiling rule and that the "unraced" parts were penalised at the next race they were used and assumed it would apply to this situation.

Max wasn't about to do a second warm up lap, impatient ocon overtook him on the main straight to start the first flying lap and so Max had to abort it, then on the next one yellows/red came out. So we have ocon to thank for this result. I'm not sure what happened to perez.
Max should have blocked ocon there, he was too kind.

Being last in the pit is a big disadvantage for them in these situations. I never understood why the 1st team is rewarded with the last pit position. It is more like a punishment.

The only positive is some cars might be having to start from the pits, I.e the astons and maybe Lewis which will push them forward but a poor showing
