Because the tires provided by pirelli are terrible even compared to what Bridgestone provided in 2010. Especially their full wets

Hamilton could take a pitlane start, but remember he will get promoted quite far up the field. A P10 start isn't entirely unrealistic for him.

Hamilton also got to run full wets only, so it's hard to judge his possible performance on inters. It's not like Norris looked particularly quick on that tire either, and I'd assume he was pretty happy with his car in the end.

I guess thats a good point too considering the car was already raised and wet tyres also have a similar effect of raising the car even more.
