Next year is probably not gonna play out like this year, though. Balance of power has definitely shifted over the course of 2024, and if things dont change much, then Mclaren will be heavy favorites. The team that has arguably been advantaged most by the choice to not clamp down on these flexi wings.
Basically, FIA might well be actually helping the already fastest team. That's not great for a good 2025, competition-wise.
F1 would much rather have a lottery system to determine winners, wouldn't be one bit surprised.

I think they just want a fight for the title because that is precisely what will lead to more ratings, viewership and ultimately money. FIA works in collaboration with the marketing side of things and rules vary depending on what the collaboration says as well, as much as some people try to deny it.
I don't think they would personally mind a four-way battle but I doubt that'll happen.
It is more plausible to believe that some people might prefer a Ferrari - McLaren fight as a throwback to "Good Old Days". McLaren is also owned let's not forget by Bahrain Sovereign Fund. The FIA president is also middle eastern. It will go well with pushing motorsport in the middle easy by demonstrating competitiveness, like it also did in Football.
