I think they just want a fight for the title because that is precisely what will lead to more ratings, viewership and ultimately money. FIA works in collaboration with the marketing side of things and rules vary depending on what the collaboration says as well, as much as some people try to deny it.

I don't think they would personally mind a four-way battle but I doubt that'll happen.

It is more plausible to believe that some people might prefer a Ferrari - McLaren fight as a throwback to "Good Old Days". McLaren is also owned let's not forget by Bahrain Sovereign Fund. The FIA president is also middle eastern. It will go well with pushing motorsport in the middle easy by demonstrating competitiveness, like it also did in Football.

My whole point is that if they did, then they'd clamp down on the flexi wings, which Mclaren has been exploiting the hardest. Their refusal to do so during last season already showed they were favoring Mclaren to hopefully beat Red Bull/Verstappen, so they are very misguided if they think continuing to refuse to do so will result in better competition, cuz Mclaren is already the clear fastest car. Ferrari was quite late to this party and definitely not pushing things nearly as much as Mclaren.

The wings on Indycars don't flex.... Who cares if they are spec Dallara seemed to have it figured out....

F1 floors don't flex, as they do not want them to. Heck 1 team even asked for multiple struts to prevent flexing.
