It's all included, TPC costs are quite small as far as I saw. The car is already made and operational. Only extra fuel, fluids, tyres and renting out the track for a how ever long they need it. Personel costs are already covered, transport costs are small. Even if it's close to 1m it will pay off. Bearman had a lot of FP1s and 3 full races. Doohan had a race and FP1s, Hadjar had some FP1s too. Only Bortoleto is without experience
Does it not count as legacy and not come under the cap?
