A 100% model will give them an unfair advantage over a team running a 60% model. So the teams with 60% models will be forced to junk that asset and build a tunnel for a 100% model (or their 3rd party test labs will have to do that). Hence the limitation on 60% models.

Looking at the regs, I think I've found what USF1 are gong to do...
22.1(h) With the exception of the full scale testing permitted in 22.1(a) above, no wind tunnel testing may be carried out using a scale model which is greater than 60 percent of full size.

22.1 (a) iii) six one day aerodynamic tests carried out on FIA approved straight line or constant radius sites between 1 January 2010 and the end of the last Event of the Championship. Any of these days may be substituted for four hours of wind-on full scale wind tunnel testing to be carried out in a single twenty four hour period.
It seems that USF1 talk of full scale testing is based on trading in 6 days of mid season aero testing for 6 x 4 hours of full scale wind tunnel testing.

If they had a 60% model they could test much more freely. I recall a FOTA agreement on the hours, and also processor limitations for CFD. I can't find the ref.

Richard: In fairness, he did lay this scenario out a few pages back.

Interesting part however, is that USF1 is building their car with total faith in the CFD numbers, when no full-scale calibration can be done at Windshear before the car is complete, correct?

Same with Virgin, although I've not seen any mention of them doing a full scale tunnel session like USF1 to calibrate the design. So I guess that makes Virgin the braver (or naive) team.

Perhaps the difference between them is that Virgin's partner, Wirth Research, has a wealth of xperience from this method?

to me the unlimited recources forward practise was proved not useful with Toyotas
grandprix history.
They had evereything ,including a full years of testing before entering .They had a car wich was never raced to test and still their first ever proper car to be campaigned was a huge mess with no carry over to the next. They also relied on experience with McNish and Mika Salo but this did not help at all .
so to me Toyota really is the example just how you don´t do things when entering F1.
Also you could see a few years back when Sauber entered F1 that their car was very capable from the start but they could very often just not get a handle on why it was
or why it was not performing .

But, back to people power. When the team eventually has a full head of steam the payroll will run to around 160 people. There will be 80 dedicated to design and production, based in Charlotte; 10 or so marketing heads, the same again in finance/administration, 35 on the race team. "Don't forget that in 2010 the limit for race team staff at races is 45, including management", reminds Anderson. Add to that a crew of 10 handling logistics in Charlotte and the team's European hub, and 15 in executive/miscellaneous positions in the two bases.
