I asked the same question a while ago and the answer I got is that it's for the winglets to attach to. I can't imagine they'd be that sturdy without a small base to sit on.
I agree it's not optimal, the rules may also require something out there, be it for area usage or something else. I'm not sure.

It's not a pipe but a rod positioned on top of very sharp winglets in order to meet FIA regs. about minimal curvature/smoothness of elements that can come in contact with tyre of another car and cause puncture.
Winglets are like saw teeth, and if it wasn't for that rod, the wing couldn't pass FIA checks.

.... i can agree(FIA mimimum radius regulations) - BUT why only Renault use solution like this one (if each 0,01 sec/LAP is so important)?.
It look like "piece of something" added without wing structure optimalisation.

Hi, this is my first post on this site although i have been following some of the topics for the last two years.
Renault have brought their new wing and ran it with petrov most of the time.
The difference between the previous one is that on this one flaps are raised in the middle section of the wing.
Cant find any fotos of it
