At the time that Vettel asked, he was setting good times, and towards the end of the race, when car is at its lightest, is the time to try for fastest lap. "Managing an issue" implies that there was something that the pits could do, such as requesting reduced revs etc. Before Vettel asked if he could go for fastest laps, he did not know that there was a gearbox problem, and he was still driving flat out. I'm surprised no one here got upset at Vettel for his "unprofessional" radio calls. Because it seems only Hamilton is "childish" or "unprofessional" when he makes such calls.
