The purpose of Air-intake/Scoop?

I meant reduce the inlet of the air intake of the engine or maybe the radiator inlets

what does reducing the inlet specifically do? will there be any significant changes/imporvement?

F1 fuel systems are not fully closed-loop designs (ie. they don't have mass airflow sensors).

Just happened across this post. I understand the FIA ECU (2008 spec) has a UEGO oxygen sensor input for each exhaust bank. If so, wouldn’t that close the fuel mixture control loop?
