Yes he does, to make sure he leaves him just enough room to breath/stay alive.
Don´t get me wrong. I´m sure he full well know what he did, and why he did it - that was not a "mistake". He was going to make RB´s life hard, and see if he really has the balls to pull it off. As it turned out he (RB) did, and then MS concided and let him come back onto the track and take the position he has earned rightly - but not one jota before.
Sure he could have made his life easier, but why should he. I just don´t think, he was out to hurt/kill him, that´s all.
I think andrew made a good comment. Let´s move on to other aspects of the race.
Some people will see the MS move as very hard but still within the limits, other will see it as pushing it too far, and as unsportsmanlike - that´s fair enough.
The FIA has stated their point of view, and that´s fine with me. Racing and life will go on, for all involved. RB will be proud of this move, and rightly so, but in his heart of hearts he will know full well that he was rolling the dice there.
For me that´s what racing should be all about.
