You guys must be joking with the homologation towards the end of the season and additional test days for certain teams.
Teams should be able to develop until the last minute if they wish. And why should slower teams have more advantages with testing? There's no point in rewarding people for not doing a good enough job, IMO. Just give them time and they will improve.
I agree with mx_tifosi. The general principle must be same rules for all.

I like the idea of the testing reward for smaller teams, but id only do that at the start of the season tho, inbetween Austrail-Asia swing and the start of the Euro season. But rules must be the same for all.
The Homologation idea from me would be post Singapore, reason for that is so that cars could run specific Monza/Spa specs if needed, and with the distance covered at that stage of the season, would save alot more money than a sinple factory shut-down. And also mean that all teams would have at set ammount of time to get a new design for the next season.
As ive said before, i think theres much more that can be done to cut costs in F1 other than a simple 2 week shut-down.
With a homologation of parts what would be the point of following F1? Just to see the results of each race? That's not enough for anyone who is remotely interested in the technical side of the sport, which even in minute details is constantly evolving throughout the season.
I don't mind the summer break as long as it means that the rest of the season is uninterrupted.
Just me, but if I were an engineer, I would take my break and enjoy the downtime... Keeping up ingenuity is a lot of work and can fry your mind pretty quickly, especially in an environment as stressful as F1.

I can subscribe to the "for fairness reason it has to be the same for all" mantra - no problem.
On the flip side of this coin. Any established F1 team/driver will preserve an advantage over let´s say they Virgin´s, HRT`s and Lotuses of this world.
Because they have years and years of empirical data. With the amount of testing limited, they can never catch up. Is this fair?
Sure, one can argue: "You should have joint F1 10 years ago, it´s your problem"
There was/is a similar situation in V8Supercars (Aus) for example.
Their take now is:
There is an extra test session on Friday (AFAIR 45 min) for teams outside the Top 10.
Not all that bad, the punters seeing the cars a bit more on the track, you can run some new/test drivers, new/bad teams can sort out some of there troubles, new drivers can learn the track a bit better etc.
In the great scheme of things, it does not change much, the good teams still win, but it may levels the playing field a little bit.

Surely the 70million budget would mean testing was very much limited as they only have 70million to spend...not leaving much left for beneficial testing.
