I think that's there to meet the requirements of the side impact structure. Remember the F10 had a bulge infront of the sidepod (But all the way across).

Yeah F10 and F60 had a bulge but on the inside side. The Lotus thing looks even longer. They have wished to put the sidepods more at the back, or make them smaller. They'll probably attach the deflector there too.

Very steep side to the head protection as well, maybe the rest of the cockpit is very low perhaps.

MGU? Team Lotus will not be running KERS.
They said they will run Kers, but not from the beginning.

The sidepods (what little we can see from them) seem like they've been copied from the 2010 Sauber

not 100% sure, but seeing that it has a clear pipe/tube running across it, as you usally use to check fluid levels, and what looks like a wiggins tube connector on the bottom, my guess would be header tank for the radiator/cooling system or an oil tank.

But either way, it looks a bit odd/bulky by F1 standards - IMHO
