It as only last three or so laps that rained in Spa last year. It is a wet race, if you are faster (car+driver) it is easier to pass. In Korea last year when the track was wet, Schumacher easily passed Button and Massa, Rosberg passed Hamilton...Normally forget passing Mercedes will have difficulty following McLaren. The point is that the drivers with the wet weather skills shined in those races.
