It's not very low at all. I did one in 3d, accidentally taking the 2012 rules for the 2011 rules.
The current Mclaren nose is what you can expect to see, just slightly lower.
The idea is that it will stop flips when the car hits the back tire of another car. Therefore the nose must be at or below the wheel centre line. That is the only plan i have heard up to now.
Noses WILL be lower in 2012. The front chassis bulkhead, which is 1.8m in front of the rear of the cockpit entry template must be 550mm above the reference plane. There is no limit of the tip of the nose height that I am aware of at this moment, BUT most teams have a chassis height of 625mm at the first bulkhead at the moment, which is 925mm behind the front chassis bulkhead.
If that continues for 2012, we are going to see curvy, lower noses, similar to the MP4-26, but a tad lower IMO.
Red Bull have a low tub (If you ignore the V ridges, which I expect to disappear completely in 2012), so will probably be least affected by the changes.
EDIT: I believe the changes are being made to aid driver visibility.
Looking at that, amongst the top teams McLaren and RBR would be less affected than Ferrari and they'd both be equally affected I guess. I never thought Toro Rosso's nose was that low... though haven't they started regularly racing their high nose that they debuted in Monza?
Being narrower in cross-section it will direct less air under it than a similarly high but wider nose. BTW I'm talking about the nose tip if I've confused people.
WilliamsF1: read back and you'll know. BTW that bottom car's nose would not even be legal, there is a space under the nose that can't be used.
