All the teams are allowed one 3 day young driver training test per year.

The video of Vergne is from this year? That doesn't quite make sense. They're only allowed one 3 day test per year and Vergne is "supposed" to test at Yas Marina after next weekends GP on Nov. 15-17. What gives?

Isn't that a shared test with all teams together testing drivers at Yas Marina?

Oh duh, point... Yeh, I see no legal way that they should be able to run the RB7 other than straight line tests then.

Yes which makes this quite a bit weirder. A promo video? Doesn't look like it

Obviously the video says RB7, however I noticed they weren't using the latest iteration of their FW with the MaCa inspired R element. This isn't straight line testing either. Wonder what's up with this.

The body work looks very much like the RB7 (though clearly without the very latest upgrades on it), that would be enough to make it illegal – all the parts are meant to be from a 2 year old car if you're doing promo video work.

i thought the two year rule was only specific to the chassis, because that is the only part of the car homologated?

that being said, that car certainly looks like a RB7 chassis, with the particularly flat top compared to the RB5-6.

If i recall correctly Fernando did some PR running in the F150th before the european season began

If memory serves me correctly you're allowed to use even the latest spec of your car in a promo video; but the parts must have been raced before.

Maybe they think giving up a day in Abu Dhabi, which is not a probing track relatively to downforce, for a day in Silverstone can be useful.
Shame that was a wet Silverstone 8)

Teams are allowed limited straight line tests, and limited fixed radius tests.
