Exactly. Usually the third cooling inlet (if there is one) is much smaller than the one shown here. Which leads me to believe, perhaps it's not strictly for cooling.

I think it's more likely that it's supplementing the side pods – those side pods intakes are probably the smallest on the grid, either they've done something very clever with their radiators, or they have more air coming from somewhere.

With such a high nose and their double floor concept Toro Rosso is going to have a hell of a lot of clean air running just above their diffuser.
