Even if it was completely aero neutral infree stream air if you put an exhaust flow directly under it, it stops being neutral. A wing generates lift by having one side longer than the other, but this is to force the air stream to flow at different speeds . The rules say no angle of attach greater than 5 degrees, and section of arm must be symeterical about the major axis.
That doesn't really declare aero neutrality.

Not sure mate. Here is the interview with Marko where he says they're changing chassis's & all teams reluctantly agreed. He implies new exhaust too.
