Vettel should start from the back of the grid because he didn't return to the pits / parc ferme after qualifying on its own power. He can have the right amount of fuel for the sample, but he should be penalised.

for what!! if he has enough fuel for tests why should get a penalty?

Car needs to get back to pits under its own power and than have enough fuel for tests. Othervise everyone would be stopping at finish line once they set their time

The team asking him to stop crashing cars and now they let him go out of the box unsafely. Maybe they are testing his nerves to decide on his renovation

Red bull have been changing the fluid levels in the cars between qualifying and the race.
It is legal to do so, but only in the event of imminent failure.
Apparently, they have been doing so the last 3/4 races.

Ferrari have asked the FIA for clarification.

And the FIA have it outlined, it MUST be in the event of IMMINENT failure.
I think Red bull have pulled Vettel over to add a bit of drama to something they want to change... Like the fluid levels.

If the driver was told to stop without a part being actually breaked, than it is a controlled situation and in my oppinion it does not go under the situation of a part failing or potentially failing on the way back to the pit lane that wouldn't allow the car to power itself.
