I read this with utter disbelief that Ross Brawn would even dare venture onto this topic. Are Ferrari so far removed from reality (no matter that the rules and current situation support his comment)?
"What we mustn't have is the number two drivers blocking or intentionally slowing one of the championship contenders," declared Brawn. "It would be unfortunate and unacceptable. It is something I know we were involved in a few years ago and it was considered to be normal practice then, but it has been deemed to be unacceptable now, so we understand that.

I too am amazed---considering this as obvious team strategy--in this situation---over the last 40 years---but then--occasionally a wise man prefers to act a clown---it is a common duality---also it is strategy on at least 3 levels---every literary-myth tradition uses this ploy ie King Lear,and many many of the Bards characters---valuable tactics can be learned from these entertainments.
