A fair few points that are clear and concise.
Mercedes’ F1 team ownership adventure was predicated on the Resource Restriction Agreement being more effective
This was always the case for Mercedes having their own team. I think most people expect the RRA to have some teeth, but as it transpires, was toothless and was always bound to be. But the point is, Mercedes hope it to would be more effective.
According to Bild, Mercedes-Benz puts €60-80 million into the team annually, roughly half the €150m annual budget

This translates into what Mercedes where paying McLaren each season. Their total cost of F1 involvement has not gone up whith the purchase of the team. But with Haug gone and Lauda in the seat of go-between, it is rumoured their is a higher budget should the team require it.
But the disappointment so far isn’t all down to budget; the technical team has not performed effectively to produced a consistent front-running car.
I think we can all agree with the above.
That said, they went through quite a few upheavals on the wind tunnel and other infrastructure projects last year, the team now has many state-of-the-art facilities
Again I think MOST people would agree this hampered Mercedes last year, particularly the second half.
Above all, it needs its aerodynamics team to raise its game and design a more competitive car from the outset. Operationally Mercedes are at a good level, if they have the car to work with. If they can prove that, then perhaps a bigger budget will follow.
James Allen feels Mercedes are good at an operational level now. With all the changes in staff and equipment over the last 3 years, I would like to agree with him, but will wait and see what happens in the first 6-7 races before making final judgement as to what effect the changes have had.
Overall, there are reason to be cautiously optimistic. No Bigois, 60% wind tunnel and new technical structures.
Let's see where it leads, but I have a feeling Mercedes are gearing for 2014 and using 2013 as a stepping stone to bigger things.
