I see these pictures today... and I wonder if this has something to do with the turbulent air from the front wing and suspension?

It looks as if it aides airflow to the radiators by helping to clean up the turbulent air from the front aero. It doesn't seem to be able to generate much downforce, if any. I also remember hearing the F1 commentators saying that at certain tracks McMerc runs smaller cooling vents to minimize drag, the result was a fast car that sometimes caught on fire (Monaco '06).
