He was referencing (perhaps misquoting) Ali G, whose catchphrase is written as as shown above ... If he wasn't referencing Ali G, then his statement cannot be written off as a misguided joke. So, yeah, it IS done properly from that perspective, otherwise it would just be plain racist (rather than poking fun at itself).
