Hard to say. Their new vanity panel with its less pronounced step may be deceiving a bit.
That said with their basic aerodynamic design (not much coke bottle) it might be preferrable to have a rather low nose in order to get air over the sidepods along their smooth slope on the back side to feed the upper side of the diffuser, as the usual way alongside the sidepods through the undercut is largely blocked by the ramp /tunnel. A bit the way LMP1 cars get the air to the upper side of the diffuser. A high nose makes especially sense if you have a very unobstructed coke bottle (Ferrari with its high exhaust pods and lare free space in the coke bottle area).
Downside would be that you get quite a bit of lift from the upper side of the sidepods, but on the other hand you get a rather smooth and unobstructed flow in strict longitudinal direction towwards the diffuser instead of torturing the air aound the sidepods.

4th picture on Forza's above post - the airflow on the brake duct fins looks very good, doesn't "break" at all. On the top one I suspect the paint wasn't enough or badly applied, but overall it looks good.

So Vettel used the old spec today. Old frontwing and old chassis. I expect them to race with the old spec in Melbourne.

What exactly was new in the newer chassis? Wasn't it mainly the newer nose step, new front wing etc?
