I'm guessing that they first want to get their tire situation under control before they bring big aero packages as the solution to the tire issue could influence the direction of further developments. Not to mention that it's easier to analyze suspension changes when you know the car already.

in mercedes they are probably just been carefull, bringing smaller updates instead big, because they like every year in this time they lost track with others and they dont know why. with this they can better monitor if updates are working, instead bringing big updates who maybe will not work. Possible correlation wind tunell-track problem.

Red Bull and Ferrari (this year) clearly don't have similar problems, as they pretty sure their updates will work immediatly.
Also, maybe we need to take statement from Mercedes, that they already working with 50% stuff on 2014. car so, i wouldn't be suprised why there are no, big visible updates.

Cause alot of ppl are alrdy working on next years car, Toto said so last week or 2 weeks ago.

Mercedes altered the rear wing endplates, front wing elements, vortex generator under the view mirrors, new and more streamlined engine cover, the mini DDD is now two element per pics of the floor we are seeing, and AMuS are reporting underfloor changes, and there may be vertical strakes over the diffuser now, not sure yet. Those are the changes, and they are visible, except for under the floor.

Then we have one of Ferrari's only visible changes being the new flow conditioner over the sidepods, and it's since been abandoned.

In all, W04 has been upgraded the same amount as any other big team.

It's not about the magnitude of the visible changes that are important it's how well all the tiny refinements all over the car work together.

So? Did you expect 2 pole positions and 2 podium finishes in 4 races after Brazil 2012? I don't think so. They did a fantastic job during the winter, they need some time.

Hold on... Hamilton has never been out of the top 4 in qualifying (without penalty's) and has finished inside the top 5 in every race. Does that really sound like a team, driver and car that struggles to be in the top 5.... when he's never been out of it so far this season. The cars good, especially in qualifying so go for pole number 3 I say.

where do you spot a difference?
Difference at sidepod openings. Both Nico and Lewis seem to used both cars. The first one is used at a wet and second on a drying track.

They've always had big speed in Q3. Not exactly a "wait and see" type of prediction.
