Here RB are using a high temperature pitot for exhaust gas velocity rather than a Kiel probe for exhaust gas pressure.

The coated exhaust should produce higher gas temperature, because the exhaust is "isolated". So my theory goes this way: Red bull is experimenting with a new resin in the back of the car. What if this resin changes its form, when it is hot? It could act like bi-metal. There could be a "special" formation lap engine map, which produces enough exhaust gas heat, to bring the resin on the right temperature. This could produce much more downforce for the whole race. In the last lap(s) they can again cool down the back of the car and voila, the car is perfectly legal again.

This is offcourse pure speculation, they could also be testing this for 2014 allready...

Are the straight vents to the sides of the driver (square profile) new? What are the benefits to the straight vent as opposed to the set of "gills" they usually use?

that whole area is new. The connection from the podvane to the sidepod is different, there is a new fin like pointed out and there is one vertical fin instead of 2

According to AMuS, "there is a second series of safety pins on the hubs, which are already spread open when the wheel is secured with the wheel nut. Thus, the wheel remains on the axis even when the thread is loose. The FIA wants to make a second safeguard duty. Possibly from the Belgian GP at Spa, but certainly from 2014."

EDIT: Looking at the pictures, there's definitely nothing new on the wheel hubs - Red Bull still uses 3 safety pins...

is it just me or does the sidepod look more slimmed down? There seem to be a much larger gap between the podvane and sidepod on the new solution
