It's certainly not cheap. "Easy" downforce is more apt.

Good catch. It could be a lump for some sensore, or maybe something similar to the bulge nder the pelican noses, to create a local low pressure spot, moving the high pressure spot ahead, before the bulge

Red Bull adopts serrated barge boards - Development blog

Red Bull Racing have been working on the sidepod area to better control airflow at the rear of the car. Part of its update package included a sidepod panel with modified bridge, making one of the vortex generators obsolete. Inward of the remaining vortex generator is a new flow conditioner, similar but less wide than the version seen on the {Lotus E21}. It is interesting to note that Red Bull's bridge that connected the sidepod to the vertical fence is very neutral, whereas the version on the {Sauber C32} is directing air down.

Also marked is Red Bull's adoption of the Lotus serrated barge boards. Although less extreme, as the Lotus features many more seperate elements, Red Bull's modified barge board has two apertures that allow air to flow from the high pressure front area to the lower pressure backside of the panel.

Yes, very interesting because browsing through pics of other cars diffusers, I see nothing similar..

That may or not be the case. It look's that the upper flap apparent difference is caused by the slgithly distinct angle of the photos, as you can easily see by comparing the main plane and the upper flaps, apparently thinner in the Germany version. However, even if i don't rule out some tweak on the tiers, i wouldn't put much money on that either.

Given there is a gap between the top-edge of the diffuser and the flap above it, I would say it doesn't have any gurneys.
