No he doesn't. As per your quote:
"The only exception to this allocation process will be for the reigning world champion who will have the option to use the number one.
An option is not a must - it's a choice
Yea... my bad, it really seems that no 1 is an option, just like in motogp....which I don't really like :(
The coveted no. 1 on ur car is much more precious than a number you picked...the no.1 will give u instant recognition
And I think you can only run one number, you can't have both
The new F1 system is similar to that used in motorcycle racing, where riders stick with numbers for a whole career, such as Valentino Rossi's iconic #46, and can choose whether or not to switch to #1 when champions.

In American motorsport, it is teams rather than drivers that usually run permanent numbers and champions switching to #1 has become a rarity.

And it's CR7 btw.
it is is both CR7 and CR9, 7 for Portugal and united, in Real 7 was taken so he got 9
Pretty sure he went back to 7 after Raul left.

In MotoGP after Marquez won the title at Valencia I noticed his fairing had a #1 on the front but inside that was a small #93, I think whoever is currently the champion should have the option of using #1 but with their number inside it or vice versa.

I think T cams will still be black for the 1st/team leader from the season before.

Bottas seems to be after 77, as in BO77AS. Quite clever really.

"New" Team Lotus, aka Team Enstone is still doing that. The three stars in front of the cockpit and on the teams clothes stand for their three WCC (1995, 2005 and 2006):

I think that's a great idea.
And since Williams had their car numbers in their sidepods for the last few years maybe they could actually write it in the car!!!!

Halfway between sidepod numbers and Mclaren putting their drivers names in there.

Fernando Alonso going for 14
If someone said to me that you can have three wishes, my first would have been to get into racing, my second to be in Formula 1, my third to drive for Ferrari.

The Red and Yellow/Gold make it look like Iron Man. And have you noticed he's been growing a Tony Stark beard. Now if only Andreas Stella (spelling?) changed his name to Jarvis.
