It's an outlet, if you wanted an inlet there, you'd hood it like the Saubers to catch the air spilling around the main inlet - you may as well since it'd take the turbulant boundary layer away that's been created and give cleaner airflow to the rear wing.
It'd be a terrible inlet for the engine cover, given you have a damned fantastic high pressure one at the front you'd could use that is the main airbox inlet.
