Does it mean the compressor is feeding a void rather than closed ducting to the intercooler?
If so, won't that mean when the engine can't take all the air of the compressor, the overspill will go elsewhere to cold blowing?
If so, why deem it legal - it's a reinvention of the fan car (by a different route and to far smaller effect)...
I though any venting had to exit via the main exhaust...?

You got it wrong. In rules FIA mandated that in case of compressor failure all parts must remain contained inside a car so that they don't injure spectators, mechanics, stewards...Renault and Mercedes made the shield part of their Power Unit and after 28th of February it will not be possible to change design of that shield because Power Units will be homologated. Ferrari haven't made that shield part of Power Unit, but it is a part of bodywork around compressor so that part will not be homologated and they could change it's shape, make it lighter etc...
