I don't see why you would turn off the fuel limiter when the objective of the power train is to burn 100 kg/h as much of the time as possible. Fuel flow rate limit is easy to implement following careful prior data gathering and fine tuning of mapping. When you do such mapping calibration at the track it is nice to turn off some things that get in the way. Fuel rate limit is such a thing.
Anyway, that's my opinion, and I don't care if you agree or not, you have the right to have a different one.
