question over car balance

mates, sometimes I really got confused mixing the correct meaning of the terms "set-up" and "balance".
I know what car setting means and I understand when a driver complains about a certain parameter wrongly setted.

but I get confused when a driver complains over the balance!
what does that actually mean? if the balance is wrong, then what's actually wrong with the car?

Balance is the general behaviour of the car during cornering (or braking). We can say that a car is balanced when it has no oversteer nor understeer,
or at least has something of the two when the driver wants.

ive understood it generally speaking means the differencein behaviour in differing circumstances; for example if it understeers in slow corners but oversteers in fast corners... when the behaviour of the car isnt predictable.
