I think it's quiet the opposite really. Aearodynamic downforce isn't all that important in Monaco while the driveability of the power units will be very decisive. In short: max power is somewhere between 10500 and 12000rpm. No that's different. You can't change the gear ratios, but you are allowed to change the gears themselves. In cases mentioned in the document the ratios were kept the same.
